Re: Advancing American technology, innovation and energy security

Dear President Trump, Speaker Johnson, Minority Leader Jeffries, Majority Leader Thune, and Minority Leader Schumer:

As organizations representing hundreds of technology companies and thousands of American workers and investors stretching from Silicon Valley to Research Triangle, we write to thank you for your commitment to American innovation in the age of artificial intelligence. We especially appreciate your attention to the increasing demand and rising costs of the electricity we need to power our businesses, our communities and our economy.

We represent companies on the cutting edge of technology, including innovative start-ups in America’s research hubs and incubators; major technology firms and buyers of electricity; advanced energy developers; investors; and workforce development organizations.

As we work to cement America’s leadership in the global economy, we seek to work with you to design and implement policies that address three primary issues critical to the continued success of America’s technology sector:

• SUPPORTING AMERICAN INNOVATION: The historic partnership between innovators and government has made the United States a global technology leader. However, investment in innovation now trails far behind competitors including China and the E.U. National Science Foundation support for technology and science research is at a 40-year low, while Department of Energy investment in energy research and development is half 1979 levels (as a percentage of GDP).
  
  With China and other countries investing significantly in research and innovation, America is falling behind. We are eager to partner with the Administration and Congress as you initiate plans for the FY 2027 budget and appropriations process to develop the policies needed to further American innovation and remain competitive in a 21st century global economy.
  
  
• ENSURING AMERICAN ENERGY SECURITY: The fuel required to power technology like AI and data centers is projected to increase by as much as 50 percent by 2040. We must invest in longer-term energy solutions – but we also must meet technology’s needs today. In January, President Trump declared that America is facing a “national energy emergency.” Given the rapidly growing demand for electricity to power the technology industry, we agree.
  
  Federal policies that limit access to advanced energy solutions risk undercutting the resilience of America’s “all the above” energy strategy. We urge you to support deployment of all energy technologies and to remove new regulatory roadblocks that could constrain access to all Made-in America energy resources available today. This includes domestically produced and readily dispatchable energy from geothermal and solar and wind plus battery storage; these sources can be the quickest to deploy at scale.
  
  Securing the electricity needed to power data centers, advance AI and create the next generation of semiconductors and software will require policy support to enable deployment of all energy technologies at America’s disposal.
  
  
• DEVELOPING A 21st CENTURY AMERICAN WORKFORCE: Federal spending on STEM education has been cut by more than $650 million, leaving American students ill-equipped to meet the needs of today’s economy and compete with global jobseekers.
  
  In his first term, President Trump prioritized STEM and computer science funding. In his second term, the President has rightly emphasized AI training with his April 2025 “Advancing Artificial Intelligence Education for American Youth” executive order.
  
  We urge continued and expanded support and that Congress match this vision and provide the investment required to ensure our workforce is trained to lead in the 21st Century economy.

As leaders in America’s technology ecosystem, we are committed to keeping America strong and leading the world in innovation. We stand ready to invest in, develop, and deploy the technology and workforce necessary to compete globally.

However, the private sector cannot do this alone. Our nation’s success is built on a long history of robust public-private collaboration that has advanced smart federal policy and investment.

In that spirit, we write to you today to offer our ongoing support and collaboration. We look forward to working together to develop the policies that will ensure American technology dominance.
